Presently in Ukraine there is one State Marine Academy, situated in Odessa annually providing 240 young professionals with higher education , four Marine Colleges ( two in Odessa, one in Kherson and one in Kiev) (800 graduates annually). Five Marine Schools (two in Odessa, one in Kherson, one in Nikolaev, one in Evpatoriya, one in Kiev) (500 graduates) for able seamen and motormen.

Since 1994 Ukraine was included into IMO, and on the 73rd Conference of IMO, 29.11.00, Ukraine was included in so called “White List” of countries.

Requirements to the seafarers for qualification up-grading and endorsement issue.

Deck Officers (navigators)

  • 6 ( six) years of compulsory education at State Marine Academy including on-board practice during all time of study.
  • 3rd deck officer - Upon completion certificate of Short Voyage Navigator issued.
  • 2nd deck officer - Deep Voyage Navigator issued upon completion of up-grading courses and at least 18 month of sea-going experience in 3rd officer position. The proper examination passing is compulsory.
  • Chief Officer - Deep Voyage Navigator diploma and 18 months of sea-going experience in 2nd officer position is compulsory.
  • Master - Deep Sea Captain diploma issued upon completion of up-grading courses and at least 24 months of sea-going experience as Chief officer is required. The proper examination is compulsory.

Bosun

  • Two years of compulsory education at Marine School including on-board practice during all time of study. Upon completion - certificate of Ordinary Seaman is issued.
  • Ordinary Seaman - 18 months of sea-going experience as deck boy is required
  • Able Seaman - AB certificate is issued upon completion up-grading courses and at least 18 months of sea-going experience in position of OS is required.
  • Bosun - Certificate is issued upon completion of up-grading courses and passed examination . At least 18 months of sea-going experience is required

Engine Officers

  • 5 (five) years of compulsory education at State Marine Academy including on-board practice during all time of study.
  • 4th Engineer officer - Upon completion of State Marine Academy certificate of 3rd Class Engineer issued.
  • 3rd Engineer officer - 3rd Class Engineer diploma and 18 months of sea-going experience as 4th engineer is required.
  • 2nd Engineer Officer - 2nd Class Engineer diploma is issued upon completion of up-grading courses and passing examination. 18 months of sea-going experience in 3rd engineer position on the vessels with 3000 Kwt engine’s power is compulsory.
  • Chief Engineer - 1st Class Engineer diploma issued upon completion of up-grading courses and at least 24 months of sea-going experience as 2nd engineer officer on the vessels with 3000 Kwt engine’s power is required. The proper examination is compulsory.

Engine ratings

  • Two years of compulsory education at Marine School including on-board practice during all time of study. Upon completion - certificate of 2nd Class Motorman is issued.
  • 2nd Class Motorman - 18 months of sea-going experience as wiper is required
  • 1st Class Motorman - Certificate is issued 18 months of sea-going experience as oiler/wiper is required.
  • Fitter - Fitter certificate is issued upon completion up-grading courses and at least 18 months of sea-going experience in position of 1st Class Motorman is required.
